Government policy to support the agricultural sector of Ukraine: dynamics, problems and structural transformation

Abstract

In the paper the analysis of the total volume and level of agricultural support of Ukraine during the period from 1995 to 2012, producers` and consumers` support levels of agricultural products, general services in agriculture using the methodology and data base of the Organization for Economic Cooperation and Development (OECD is conducted. Author has identified weaknesses in government policy of the farmers` support, among which unsystematic and inconsistent government measures are considered, the inability of the state to provide support market prices. It is noted that manufacturer support is mainly due to the consumers. Thus consumers are taxed to a greater extent than producers are supported, suggesting the existence of social losses
