|SELF ORGANIZATION OF INNOVATION CLUSTERS AS A BASIC MODERNIZATION STRATEGY FOR ECONOMY OF TRANS-BORDERS REGIONS

|Abstract. This work represents a new approach to clusters systems in trans-border dimension based upon implementing instruments of strategic planning. Concept, structure and life cycle of net forms of self organization of a trans-border economic space in conditions of developing a post modern economy are considered. Analysis of works by neoinstitutionalists forms grounds to judge, that net clusters become a new source of competitive advantages of European regions involving Ukraine and, in essence, change not only system of disposition factors, but also a structure of peripheral economic space.Conclusion is drawn to state that the trans-border clusters concept construes an approach adequate to modern challenges to stimulate economic development of peripheral regions with inherent features and advantages being taking into account comprehensive dynamic competition and coordination of problems of meso- and macro-levels with conditions accompanying operation and activity of particular business entities. Cluster policy, under such circumstances consists in creating conditions for formation and development of trans-border clusters, but, under no circumstances, in artificial generation of such clusters.|
